In a rare outburst of bipartisanship, legislators generally agree that the permitting process for infrastructure investment has become destructive in terms of economic growth, employment, and environmental protection itself. The energy supply system and energy costs in particular have been crippled. More fundamentally, the current process has prevented opposing political coalitions from reaching their respective permitting goals. It’s obvious that legislators profoundly disagree on the changes to be pursued, yielding an absence of actual policy reform.
