On Its first and constituent plenary sitting of the new parliamentary term (16-19 July 2024), the European Parliament will elect its 32nd President, to hold office for the first half of the 10th parliamentary term, until January 2026. The President has an important and increasingly visible function in the EU institutional and international setting, mirroring Parliament's influential role as shaper of EU policies and as co-legislator.

More than any other continent, Europes biodiversity has been shaped by human activities and is under constant pressure from human production and consumption. Changes in ecosystem services that are essential to human life affect livelihoods, incomes and local migration, and can even cause or exacerbate political conflict. Despite significant efforts, the latest European Environment Agency assessment shows that the vast majority of EU habitats (81 %) and species (63 %) have poor or bad conservation status.

Road transport is a major contributor to climate change, accounting for over a quarter of road transport CO2 emissions. The European Commission proposes to revise the legislation setting CO2 emission standards for new heavy-duty vehicles in the EU. The proposed revision would expand the scope of the existing regulation to include urban buses, coaches, trailers and other types of lorries. It will also require that the average CO2 emissions of heavy-duty vehicles, would have to fall by 45 % from 2030, by 65 % from 2035, and by 90 % from 2040 onwards, compared with 2019 levels.

Generative artificial intelligence applications, such as ChatGPT, are powered through complex learning processes by comprehensive datasets of – potentially dubious – human-created content. There are concerns that such tools could develop consciousness and spark emergent behaviour that is, by definition, unpredictable and therefore potentially unsafe. Do these concerns point to a need to look again at the relevant legislation?
