The Bank of England cannot release a holding while the United Kingdom government withholds recognition of the administration claiming it. Allocated gold bars carry specific numbers, so repatriation means moving named metal, which took the Bundesbank around three weeks. Released gold need not be sold, since a holder can swap, lend, or pledge it.
