Think about it, anybody can upload to YouTube, and they can upload anything they want. If they promise a website that sends people to a malware site or sends people to spyware, the amount of damage that could be done quickly is something that YouTube has to be incredibly cautious of.

So YouTube doesn't make this easy because of the potential damage.

This is one of those times it's worth being a YouTube partner and working to have a tight relationship. They have let people who have performed extremely well link external to their YouTube videos (in rare circumstances.)
