Almost 2 million Californians work through staffing agencies right now. Most assume that if they get hurt on the job, someone is responsible.But in many industries, staffing companies aren't required to prove compliance before they operate.

When something goes wrong, workers, businesses, and California taxpayers often absorb a cost that was never meant to be theirs. We sat down with two former prosecutors and a 30-year industry veteran to understand how this happened and why it has been so difficult to address.
