PFAS treatment is no longer a distant planning exercise for many water utilities—it is becoming a capital project with a federal deadline attached.
Amanda Canida of Black & Veatch says data from the fifth Unregulated Contaminant Monitoring Rule indicates that about 10% of public water systems may be affected by the four-parts-per-trillion limits for PFOA and PFOS.
A survey of roughly 600 water-sector stakeholders shows how utilities are responding:
➡️ 35% are already planning or implementing a treatment intervention
➡️ 25% expect to begin planning one
➡️ 60% of treatment retrofits are expected at the main water treatment plant
➡️ 40% are expected at the source, such as a well site or surface-water intake
Utilities also have other options, including developing a cleaner groundwater or surface-water source and blending it with existing supplies. But for many systems, treatment is emerging as the most practical path to compliance.
The key decision is not simply whether to act, but where treatment should be installed and how quickly a project can move from evaluation to design and construction.
For utilities above the federal limit, the work is already underway—and the margin for delay is narrowing.
