This second hearing on the OVP's proposed 2025 budget begins without Vice President Sara Duterte or any of her staff in attendance. Panel vice chair Stella Quimbo reads out a letter from Duterte and notes the absence of notice whether the VP intends to attend the hearing. Tuesday's proceedings stemmed from Duterte refusing to answer any of the panel's questions during the first hearing the two weeks ago.
