Munga tried that in his stream back when it's batch dropped. For some reason he dropped this strat as well although it is one non-RNG solution to a otherwise RNG contract. Of course it can't compete to the intended one time-wise, but if you struggle with it, try this to get Silent Assassin.
Of course you can also kill him with the phone or a Napoleon but this might result into a noticed kill. This here is silent.
