I chose to start out as a medic inside the medical area, so Durand could be dealt with quickly and quietly by poisoning his water bottle. By becoming a member of the Kowoon racing team and sabotaging Moses Lee's car, the three targets waiting for Sierra will all come out together to congratulate her. If she loses, it separates them, and it takes much longer to find good opportunities to remove them individually. A well placed gas canister explosion takes out the trio in one swoop.
