As WWII progressed in Europe, the process of democratization of Brazil progressed with the objective of building a post war democracy to replace the New State dictatorship, leading to the creation of new national state parties to replace the state level parties that dominated the brazilian Old Republic.
Such process led to the creation of the Brazilian Labour Party, PTB, in 1945. The new party, inspired by English labour, absorbed the support of urban workers who had benefited by Vargas' social legislation. At it's first convention in September 1945, the PTB approved a bold program which would defend the expansion of labour rights in cities, the extension of these conquests to rural workers, the agrarian reform and the right to a "peaceful" strike.
