Contrary to what one may think, Fort Rock is not a military outpost, it is the remains of an ancient volcanic eruption that formed 100,000+ years ago. A volcano erupted beneath a giant 300' deep lake. The lake disappeared years ago leaving what is called a tuff ring. One can hike do a loop hike in the caldera (this video) or do a longer one that circles the Rock.
