My (exaggerated) reaction to why the Penalty Guideline cannot and should not be used to defend the claim that timer stalling is illegal.
According to the Penalty Guide, it's against the rules for me to fiddle with your cards. You know which format this applies to because it specified "cards", but technically since it's in the Penalty Guide it should apply for VGC too, riiiiight?
See, that's why it doesn't work. The Penalty Guide only tells the staff how to deal with a rule that get's broken, it doesn't say where the origin of the rule is.
Staff know the rules of both formats and can use the Penalty Guide as a guideline for punishing those who break the rules of each format.
