Follow these steps to make this command work ingame:

➊ Edit your World of Warcraft\WTF\config.wtf file with Notepad.

➋ Add the line ► SET SpellEffectLevel "10"
at the bottom of the file and save it.

➌ In game now, you should be able to use the /console SpellEffectLevel x statement to change the value.
Whatever you set it to there will be saved in the config file too.

█ Beware that higher value you choose it will affect your FPS.
█ Doesn't work for every spell.
