Iron Chuta is a hidden bounty that doesn’t appear on the board until you complete the Desperate Remedy quest at Moiwa Grotto in Tokachi Range. Then head to Huranui’s Rest Inn to select his bounty poster. After encountering the ronin, head north of Niikappu River & investigate the Matsumae Samurai body for him to appear for a duel.
