If I had Kuva Nukor, I'd definitely be using it with this. Putting Hildryn's Pillage over Condemn is pretty much a direct upgrade to Harrow's kit, at least in the way I play him (why bother casting an ability to stop an enemy when you can just shoot the enemy and kill it?). Casting Penance right before a Pillage waves comes back to you is the safest way to do that, and if you use the Covenant augment like I do, you can use Vazarin's Protective Dash to keep yourself alive while you charge it up, since you don't need to use Zenurik at all. Or you could just use Madurai for its passive 30% dmg bonuses.
I'm no Harrow main, but I'm sure some Harrow mains could come up with some fantastic builds using Pillage. Shame this doesn't really work versus Infested, but fortunately we have two other configs where we can keep Condemn instead of being forced to have Pillage on all configs.
