Harris County and El Paso County joined the city of Columbus, Ohio, and the Metropolitan Government of Nashville and Davidson County, Tennessee, in a federal lawsuit against the Department of Homeland Security and the Federal Emergency Management Agency.
At issue: new rules tied to the Homeland Security Grant Program, including the Urban Area Security Initiative (UASI).
