Tutorial of how to do Black Project pretty consistently in OHKO.
As to why that one guy faced and shot at me, looking at the minimap I think I actually may have been a bit too fast, so he was still only just looking in my direction.
OHKO is a GTA:SA mod that makes CJ permanently have one health, so he dies when taking any damage.
