This Method will ONLY WORK on Android Version 1.10 and iOS because it's the ONLY PLATFORM that has a MARKED Vehicle Conversion! This DOES NOT WORK on PS2, Xbox, PC, Android (other Versions), or Definitive Edition!
Note that you will only have ONE opportunity to be able to convert a Sabre Turbo into DP/EP/EC/EC2 Black. Like the Video shows, you must store the VERY FIRST spawn of the Sabre Turbo, right after delivering the final wanted Vehicle to the Garage! This CAN NOT be done any other time.
The reason this works is because the Sabre Turbo is initially Marked upon spawning in the Showroom. I don't know the technical aspects as to why this works, but when you store a Marked Vehicle into a Garage on Android Version 1.10 or iOS, then immediately save the game, reload the Save, and open up the Garage, you will notice it vanished! But when you close the Garage again, then open it again, you will notice the Vehicle has returned right where you parked it previously, only now it'll be converted to DP/EP/EC/EC2 Black!
In MOST cases the Vehicles will be Black, however, it's NOT ALWAYS the case. Sometimes, the Vehicles will be random EC/EC2's or even at times Traffic Default Colors! With some persistence, you will get what you want to achieve, though.
If you park the Vehicle normally into a Garage, it'll only be converted into EP/EC/EC2 Black, without the DP Property! Notice how the Sabre Turbo gets sort of crushed and bumped when the Garage door closes on it. THIS IS THE REASON the Vehicle is converted to DP! Without this tiny step, it won't be DP!
The Sabre Turbo has a Livery and not a Paintjob. This is why you see it visually appear the same as it did before and after the Conversion. The way you can "test" to see if it's EC/EC2 Black is by using the Chainsaw or some kind of Melee Weapon which will make it give off Black Damage Particles flying into the air. With that said, you will only be able to do this if the Sabre Turbo is not DP in the process. Once it's DP, you no longer can show it being EC/EC2 Black since it won't damage from anything anymore, including Melee Weapons.
I am recording this Video on BlueStacks Version 5.8. Game Version is Version 1.10 of GTA Vice City for Android.
