Even if the bridges are closed in the beginning of the game, you can still access the second Island. if you want a vehicle that is only found on that island, you can use boats that are docked at the pier to push the vehicle to the Boatyard in Viceport.
This is primarily used for the EP Conversion, that's featured in the mission Got Protection?, but could be used for taking vehicles to the Import/Export location, though that wouldn't be necessary.
