1. The vehicle symbol on the wheel must be in the default starting position, 2 clicks left of top dead center.
2. When the message in the upper left says "use left to spin', pull left on the thumb-stick to the 9 o'clock position, hold it.
3. count to 4 slowly, on 4 smoothly and slowly rotate the left thumb-stick in a circular motion down to the 6 o'clock position, usually the wheel goes slow, but i have also won when it goes fast.
This is how I do it, it works for me most times, if it doesn't, you can dashboard within 10 seconds and close out game, restart and your wheel spin is again available.
