In order to make Joker's mouth move with the dialogue of the cutscene, you need to use Lip Movement, a mod by jedijosh920..
You have to sync the words yourself. It doesn't do it for you. You have to press/hold J during the cutscene.
It took me a bit to sync these but after a while of memorizing the dialogue,I ended up getting them near perfect.
