Special vehicle is a vehicle which can not be obtained/recreated after 100% completion of the game, which means it must be stored during the story from a specific mission.

Technically, those BMXs are considered as special "shop" BMXs so if you play the version 1.00 on Xbox 360 or PS3, they can basically also have the "EM" property, since the license plates in this mission are "Blue on white 3" meanwhile BMXs bought from in-game shop in version 1.00 have the "Blue on white 2" license plates.
