Time Stamps:
00:00 - Acquiring the Mod Menu by using the Takeoff Lesson in Flight School
06:10 - Passing "Test Drive" whilst obtaining the EC2 (Exclusive Secondary Color) Jasper Green Poly Sultan
10:40 - Showing off the EC2 Sultan
This Method will work EXACTLY as shown on Mobile and Definitive Edition since all of these Platforms/Versions allow the Method shown in the Video. It does NOT work on PS2, Xbox, or PC. If you want to obtain it with passing the Mission on these Platforms/Versions, you will have to use this Method - youtube.com/watch?v=TQcm5dJoOwI
Every time you see me press Pause and Unpause after I enter/exit a Vehicle while the whole Flight School Takeoff Lesson is going is because if I don't, the Lesson would cancel. For whatever reason, if you play with a Controller unlike Keyboard/Mouse Controls, you can't just enter/exit a Vehicle. You have to hold the button to enter/exit, press Pause, let go of the enter/exit button, then Unpause and now you can freely move. Rinse and repeat the process every single time you want to enter/exit a Vehicle. This goes for Nintendo Switch and all that jazz, too. If you are exclusively on the PC Platform and playing the Definitive Edition and are using Keyboard/Mouse Controls, you won't have to Pause/Unpause like shown here.
I enter Flight School and select the Takeoff Lesson. I leave the Plane doing what I explained above. I go to Transfender. I CANCEL the Takeoff Lesson at the same time as I enter the Red Marker and acquire the Mod Menu. I then restart the Takeoff Lesson. I then HOLD the exit Vehicle button until the Mission fails. I then find the AC Tower (Safehouse) to regain vision.
At the end of the Mission when you enter the Red Marker, wait until CJ begins to exit the Sultan in the Cutscene and immediately cancel out of the Menu. Once the Mission passes, keep the camera on Transfender and go there with a random Vehicle to open the Garage. If you don't keep the camera on the Sultan, it vanishes.
To unlock these Cesar Missions in San Fierro, you first must complete Driving School. Driving School is OPTIONAL to progress the Story, but is REQUIRED for 100% Completion. After you pass Driving School and progress to the end of San Fierro, Cesar will call CJ and this call will allow you to buy the Car Showroom in Doherty. After you buy it, you will see a Red Marker in Doherty to begin such Missions.
Technically speaking, you could wait to do Driving School as well as these Missions all the way up to passing End of the Line, which is the final Story Mission in the game. Though, I don't recommend that. If you're going to 100% and you're HERE, already IN San Fierro doing Missions, you might as well DO Driving School and get it out of the way while you're at it instead of having to backtrack later on when you're doing Missions and such in another City.
The EC2 on this Sultan can not be seen in-game and can only be seen when viewing your Save File under a Save Editor. Visually in-game, it will look like any ordinary Sultan.
There was an older Method that allowed you to obtain this Sultan along with Cesar's Elegy and keep the Exhaust Nitro Effect. Later, this was proven to NOT BE SPECIAL AT ALL and CAN BE RE-CREATED, so I didn't bother or care to show it in my Video. With that said, if you want to see the old Method and how to keep such effect, check this Video - youtube.com/watch?v=HsE0Zxg6LQY
Fun Fact - The Sultan comes with Nitro as a pre-installed Modification which you can keep forever.
I am recording this Video on the Definitive Edition. Game Version is Version 1.01 of GTA San Andreas for PC.
