After the release of Grand Theft Auto Vice City, Rockstar Games found themselves in an extraordinary position. They had captured lightning in a bottle not once, but twice. GTA 3 had been a seismic shift in gaming β the game that effectively invented the open-world action genre as we know it. And then Vice City, which started life as a relatively modest mission pack spin-off, grew so far beyond its original scope that it outperformed GTA 3 in virtually every measurable way. They built Vice City in under a year. A year. And it still came out as a masterpiece.
But there was no pretending that the situation was entirely healthy. Vice City was, on a technical and structural level, built on the bones of GTA 3. The engine was the same. The core mechanics were largely the same. The visual framework was largely the same. It was elevated by its tone, its writing, its music, its sense of place β but it wasn't a reinvention. And on top of that, the staff at Rockstar North were exhausted. The production cycles had been relentless, brutal even, and the people making these games were running on fumes. Something had to change....
