This vehicle is only featured in the final mission, End of the Line. You'll need to use this vehicle to ram it into the entrance of the crack palace, but instead of continuing the mission, take it to a garage and destroy it.
You can also fail the mission another way by destroying the Greenwood, that Sweet's in, by using the parachute, since it's AP. You won't need to restore the Unique/BP/FP S.W.A.T. that way.
