Mode 0 is your typical rubberband mode, where the further the AI is from the player, the more it's slowed/boosted.

Mode 1 is used in the endurance races and seems to make the AI rubberband between themselves instead, seemingly until they are far enough apart that they fall to what they would be going at depending on where the player is. It kinda reminds me B-spec in GT4 and later.
