The GSD says urgent practical measures need to be taken to reduce costs and delays affecting goods entering via the land frontier.
It says the Government repeatedly said it was "ready" for implementation, and that it's now insufficient to wave off disruption as "teething problems".
However, the Chief Minister says while there is work still to be done, "things are getting much better each day and are returning to normal less than a week and a half after a transformational change."
