This is one of the hardest levels in the game. Here is a not very elegant solution, flown during my lunch break. Far from perfect, but shows you the path to a victory (But not a 100% victory!)

Tips:
Take it slow
Use the refuel opportunities
Return with the first polit immediately to complete mission goals. Do not carry on with him, as the other pilots are harder to get if you die.
