A: You have to finish "The Chosen Commander" quest first.

A: If you have finished the quest, Talk to Oldak (North of bank) and bring 1 molten glass and 2 laws to make a teleport sphere.

A:NO

Q:What's the name of this place
A:It's called the Bandos throne room

Q: What are the requirements?
A:50 attack and 50 strenght to wield.
