Strike Time is not needed.

Fully upgraded 8 Life Katana is required for its 30% Charge Boost(will be enhanced by Pandemonium).
FLB Bonito is required to provide everyone including Kengo with maxed out charge bars.
Kengo must receive 100% Triple Attack buff (S.Diantha 1 or S.Grea 3 or Double Trouble 3)
Kengo must receive 30% charge boost after casting No More Doubt (Only Altair 3). 200% - 40% +30% = 190%
Kengo must cast Pandemonium after Altair provides 30% charge bar.

Setup analysis:
Bonito gives 200% to Kengo.
Kengo casts No More Doubt (200% - 40% = 160%)
Altair casts 3. Kengo receives 30% charge bar(provided by Mary in this video).
Kengo now has 160% + 30% = 190%.
Kengo receives 100% TA buff. Casts Pandemonium.
*Pandemonium must be casted after 30% c.bar is given to Kengo.*
Attack.
1st Action:
190% - 100% + 51%(1st Ougi) = 141% left. Able to Ougi again
141% - 100% + 51%(2nd Ougi) = 92%. Unable to Ougi.
2nd Action:
92% + 70%(Triple Attack)= 162%
3rd Action
162% - 100% +51%(3rd Ougi) = 113%. Able to Ougi again.
113% - 100% +51% (4th Ougi) = 64%. End Kengo's Turn.

If you notice, you should not have 200% C.Bar, otherwise you will do 3 Ougis in the 1st Action, and then Triple Attacks in 2nd & 3rd Actions.
Casting Pandemonium before Altair 3 will fill Kengo to 200%.

Note:
1. Strike Time only provides 100% to Kengo, NOT 200%.
2. Mary is only used to demonstrate 30% charge boost buff.
My Grid is using Magna 1 with 4 SL10 daggers, 2 unforged Xeno staff SL10, a 8 Life Katana, 2 Grande Bows and 1 Coda Dagger.


TLDR;
THIS BUILD IS NOT A SILVER BULLET TO IMPROVE YOUR DAMAGE.

1. Need FULLY UPGRADED 8-Life Katana for 30% Charge Boost upon Ougi [COST 1 GOLD BAR, don't make it unless you intend to make Okto as well. And you have to reduce it in the 5* process]
2. FLB Bonito Main/Friend Summon. Obviously if you use Bonito outside of Water, your dmg is going nose dive.
3. Source of 100% TA for Kengo.
4. Source of 30% Charge Boost to Kengo.
5. Kengo have No More Doubt & Pandemonium.
