Each year, Congress must pass 12 appropriations bills to fund federal agencies. These need to be signed by the President by September 30th. If they don’t agree in time, we get a government shutdown. Agencies scramble to create shutdown plans, deciding which activities must stop until funding is restored. Since 1981, there’ve been 10 short shutdowns and four that seriously disrupted government operations. Shutdowns are a unique feature of our political system—proof that when Congress can’t agree, the country feels it.
