(It literally took me half an hour of running on the world map to encounter it, so I couldn't show my Djinni setup without recording a 20-minute movie. Sorry...)
After leaving the desert, another strange, deserted island lies nearby. Entering it and walking around a little bit (or in my case, for about 30 minutes...) will cause a Djinni to appear. Defeating it (which is easy) will earn you Vine's powers.
