It is possible to get +60FPS on older pcs!
I tested God of War on my PC and found the best setting for great fidelity and high framerate. Ultra settings with some tweaks. Overall, God of War on PC is greatly optimised!

My setup: GTX 1080, Intel Core i7-3770, 16GB RAM, SSD.
Tested settings: Low, Original, High, Ultra + Ultra setting with high FPS (Optimal).
Resolution: 1080p (DLSS/FidelityFX off)
Note: Some tearing is caused by recording.
