It seems as if the old dusty town of Armadillo is haunted by a spirit that is so angry right now because he hates wagons...or maybe it's just a glitch. Probably the second.
It's most likely a physics glitch triggered by an explosion of some sort, it happens at even intervals. Once it reaches a certain distance, the wagon then respawns.
