One of the keys to understanding the Progressive Era is to be able to compare it to the Gilded Age, which came immediately before it. During the Gilded Age, the United States government was unwavering in its support for big business, granting generous subsidies for the construction of transcontinental railroads and forcibly putting down strikers during the Great Railroad Strike and the Pullman Strike. The Sherman Antitrust Act, passed during the Gilded Age, was ineffective against business monopolies and was more often used in opposition to labor unions.
During the Progressive Era, government policy shifted toward the regulation of big business, with the Meat Inspection Act and the creation of the FDA. Rather than come down hard against labor, Teddy Roosevelt invited business and labor leaders to the White House to mediate the anthracite coal strike. In addition, the Clayton Antitrust Act, passed during the Wilson administration, gave the government the tools it needed to crack down on monopolies and trusts while specifically exempting labor unions.
