Kasper woke from the grave after being murdered by Gabe Alphonse. He set out to hunt him down for revenge and found Alphonse meeting with the Anti-Pokemon Mafia, and others at a party. Kasper flooded the building hoping to drown everyone, including Alphonse but failed. The man survived, along with two other people. The surviving trio would go on to form the Fire Team.

I hope He taught that man a lesson.
