This video covers the story of Genie Wiley who was so severely neglected as a child that she was never able to develop language. Doctor's attempted to treat her, but with little success. This was evidence towards the idea that once we have passed a certain age, we cannot learn language. I had to skip some of the more 'rough' details due to YouTube's guidelines, but if you want the whole story, I suggest having a good look at the wiki page on the topic.
