President Museveni has commented Rtd. Lieutenant Gen. Charles Awany Otema for his dedicated, discipled, and committed service to the country.
‎The President made the remarks at the grand home coming ceremony of the Rtd. Gen. at Kaunda grounds in Gulu city on Friday while he was been represented by the Minister for Relief, Disaster Preparedness and Refugees Sam Engola.
