To race against a staff ghost in Time Attack mode, first highlight "Champion Ghost" with L or R and then hold the brakes to turn the option into "Staff Ghost" until you select your track. Hope you also like my turbo drift skills! :) (There is a bit of this on the AX mode in GX: when you're holding L to change the type of ghost, "Champion Ghost" will turn into "Staff Ghost" when briefly highlighted. But no ghost will eventually appear.)
