Constellation was an ambitious NASA program, launched by President George Bush. It envisioned a step-by-step approach to extending human presence across our Solar System. Starting with the International Space Station's completion in 2010-11, then establishing permanent manned base on the Moon and finally conducting a long term manned visits to Mars. Constellation is now largely canceled, but might be resurrected by the next Presidential Administration. For now it has been replaced with a vision to visit an Asteroid.
Many don't realize it, but "returning to the Moon" is not an issue of whether we have done it before (and we have), because establishing permanent base on the Moon is a necessity that will have to be accomplished if we want to open up the rest of the Solar System to active and frequent exploration, not to mention unprecedented astronomical observation potential.
