Federal Signal Modulator 2008 electronic warning siren atop the Franklin TN parking garage in Downtown Franklin.

After the test I called the Franklin FD to see why it didn't actually go off, they said they they have bee having some serious issues with their radio system recently and that's why they don't work properly.
