Body cam footage shows former New Rochelle police officer Sean Kane allegedly planting a bag of white powder by the front wheel of another vehicle. Kane, who is currently a Putnam County deputy, was named in a federal lawsuit for allegedly planting drugs on a suspect while he was working for New Rochelle Police Department.
