Tivoli Rides manufacturing was coming off of a big hit in the late 1970s and early 80s with the introduction of their immensely popular Orbiter ride. The orbiter had taken fairgrounds by storm with its compact and high intensity experience that utilized newly accessible technology like hydraulics. To avoid staying complacent, Tivoli began work on a new ride model that could see the same success.
