Fressa Food Truck Owner Matt Halpin was surprised to learn this past weekend that he wasn't allowed to set up his food truck outside of the Dayton Film Festival. We spoke with Halpin about the incident, and what can be done to encourage more entrepreneurial ventures such as his in Dayton.
