This is Silly Billy on the mobile port of FNF...kinda. For the mod to work you need to go into its files and set the API to v0.7.3, and you also need to manually add in the inst and voices for some reason. The cutscenes don't really load, and the game crashes when you get to the final section after the lyrics, but it's still cool that Silly Billy mostly works on mobile!
