Ok, not really a flying scorpion, but a female Pelecinus polyturator wasp. That's not a stinger at the end of that long thin abdomen. It's an ovipositor used to lay eggs. Fun to watch her clean her antennae, limbs and abdomen through out the video (especially at the end) and how she gently takes flight.
