Update: I know the issue. People suggested it might be due to Stockholm servers, which I was able to confirm (Luxembourg servers and community ones are fine). I messaged Valve about this and I hope they fix this. Thanks to everyone for their help! It means a lot, even if your suggestions didn't fix the problem.
Been having these issues in TF2 lately. They started 1-2 months ago (hadn't played much before then, it's possible they started sooner).
"snd_restart"/ "record demo; stop" didn't work, verifying the integrity of game files didn't work, reinstalling the game DID work, but only for a couple weeks (issues started again today).
I'm assuming it's lag, though my ping is around 60, which is normal.
I also had a similar issue a while back, which I WAS able to fix:
