Lots of players face a problem of being unable to use a pilot seat in Star Citizen patch 4.3.1 (the "Enter Pilot Seat" option never appears) This also affects light fighters. You don't have to claim your ship.
To fix pilot seat simply destream your ship - either leave the area using another ship or backspace. If you have a co-pilot seat, you can try to quantum travel to another planet, however it doesn't always work.
If you have your ship already in the hangar - simply store it and bring it back.
If you have a bed and don't have any active contract, you can bedlog and switch the region.
But If you stuck in a pilot seat - quantum jump to a distant point of interest will fix the issue.
