spent some time debugging with someone on discord

change a bunch of settings that shoudlnt effect anything at all, as recommended by online guides that are probably ai bullshit

doesn't effect anything at all as they probably shouldnt

eventually track down the issue to a default in .net quic library;

figure out that fallbacks on msquic.dll

start trying to patch it to change default ..
