I found a setup that works in getting the plates to add to the result instead of only sharing, with the plasma column setup.
In a simulator this setup seems to work (the left one) and I tested the
right setup in real life.
I used my plasma column and plates for this test.
When I switched on the plasma column, a volt meter across the output
capacitor showed a small voltage peak.
That peak discharged from itself and nothing happened until I shortcut
the capacitor and after releasing the shortcut a 3µF capacitor showed a
very quick peak of 150V.
At the moment I don't know if it's correct to use the right setup from
the circuit overview in attachment because I don't have 2 plates, one
for - and one for + so it could be that the left setup will give better end result.
Sadly no time to experiment until the weekend, but I wanted to share this.

Keep in mind that in this setup the plates are receivers from electric
field around it, so they are active sources instead of only storing charge.

I was at 4Hz previously so I now doubled the frequency.

After the video was taken I removed Earth ground to see what happened and the sparking ended.
Curiously enough when reconnecting frequency was even a little bit faster.

Scope was measuring capacitive, no direct connection.
